Although there have been several\u00a0national registry programs that operated on a large scale, there are<br \/>\ninherent limitations to state-led efforts. Using inexpensivehand-held devices and satellite imagery, informal communities can\u00a0now take the first step by self-mapping their property claims.<\/p>\n<p>Creating a global system of extra-governmental property rights based\u00a0on open access and community participation could be the first step\u00a0in a process that leads to secure and legally recognized land\u00a0tenure, active real estate markets, and affordable secured credit.<\/p>\n<p>Since property rights are a prerequisite to environmental\u00a0conservation it is most important to consider this new approoach<br \/>\nwhich could help to solve Hardin&#8217;s\u00a0 &#8220;Tragedy of the Commons&#8221; and\u00a0Ostrom&#8217;s &#8220;Common pool resource management&#8221;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>A\u00a0new paper published by Cato Institute&#8217;s Policy Analysis\u00a0open new\u00a0perspectives for defining and securing property rights in the\u00a0developping world as adocated by Hernado De Soto.
