As a matter of fact it updates and epitomizes several papers and dsicussions with other land use specialists such as Vincent Renard, Joseph Comby, Ren\u00e9 Hostiou, Harvey Jacobs, Ann Louise Strong..<br \/>\nOnlyt the short comment\u00a0 on the risk of a smaii tragedy of the commons\u00a0 in Provence is translated in English :<\/p>\n<p>Published in French in <em>Revue Fonci\u00e8re<\/em> and Contrepoint April 2018<\/p>\n<p>\u201cTragedy of the Commons\u201d in Provence<\/p>\n<p>Authentic anecdote<\/p>\n<p>Max Falque<\/p>\n<p><em>This very modest story could have been part of famous books such as \u201cVillage in the Vaucluse\u201d (Lawrence Wylie), \u201cA year in Provence\u201d (Peter Mayle ) or poetically described by Jean Giono or Marcel Pagnol . It could also be part as a case study for Garrett Hardin\u2019s and Elinor Ostrom\u2019s research <\/em><\/p>\n<p>January 24th, 2018: on the local radio France Vaucluse, the Mayor of Grambois,<a name=\"_ftnref1\"><\/a><u><sup>[1] <\/sup><\/u>a small and charming village with 1 200 inhabitants located in the Luberon explained that he had created a \u201cCommunal Orchard \u201cwith <u>open access<\/u> to everyone, this being in conformity with the new and trendy principle of the &#8220;common good&#8221; (now advocated .<em>urbi et orbi<\/em> and <em>ad nauseam<\/em> by all shades of \u201cgreens\u201d not to speak of the parisian bobos\u2019 tribe !)<\/p>\n<p>This Mayor, explained proudly that one of his citizen was sorry for not being able to taste the delicious figs which were its treat the other years because they had all been already picked.<\/p>\n<p>Continuing his walk this dogooder mayor is approached by a lady who thanked him warmly to be able to make important preserves from figs picked in the communal orchard.<\/p>\n<p>The Mayor seemed delighted of its action and probably imagined to expand the\u201dverger communal\u201d&#8230; and eventually his popularity.<\/p>\n<p>At a very small scale this na\u00efve anecdote illustrates perfectly the famous Garrett Hardin\u2019s &#8220;Tragedy of the commons\u201d and one can safely surmise that the choice of the Mayor in the future will be-:<\/p>\n<ul>\n<li>restrict access by regulation and fencing<\/li>\n<li>recruit a policeman for common good management in order to solve inevitable conflicts between competitive claims and the sustainable preservation of the harvest.<\/li>\n<li>In the long term probably the Communal Orchard will be abandoned and\/or sold or given to a local farmer who will ban free access and sell its fruit.<\/li>\n<li>Another solution would be to set up a common property management assocation as described and advocated by Elinor Ostrom\u2019s famous book in \u201cGoverning the Commons\u201d<\/li>\n<\/ul>\n<p>This na\u00efve anecdote , without serious consequences, illustrates the principle according to which<u> free access to a limited resource<\/u> (i.e.<u> figs) can only lead to the ruin and conflicts .<\/u> Do- gooders and citizens alike should know that. &#8220;the way to hell is paved with good intentions.&#8221;<\/p>\n<p>Notes :<\/p>\n<p><a name=\"_ftn1\"><\/a><u><sup>[1] <\/sup><\/u>Grambois is a <u>commune<\/u> located in the <u>Department<\/u> of <u>Vaucluse<\/u> , in <u>region<\/u> <u>Azur Provence<\/u>.
