It suggests mobilizing entrepreneurs to protect and manage environmental resources, within the framework of law. Economic agents can find relevant and innovative ways to transform the environmental problems into assets using the market economy. In twenty chapters one can find ways and means to limit the role of governments. As a matter of fact, for many environmentalists and a large part of public opinion and media, business and corporations are responsible for the overexploitation of resources and pollution. Accordingly they advocate taming progress and even economic stagnation. In reality, experience shows that in developed countries, for two centuries, the quality of the environment improves due to the economic drive of enterprises, provided they act within rule of law which allows them to invest in order to wisely use the resources. Innovation is due to individuals and organizations who, like entrepreneurs, depend on free contracting, secure property rights and market in order to protect and manage environmental resources.
